Laytonville Traffic Calming & Downtown Revitalization:
Planning for a Livable Community

This project, in MCOG's Fiscal Year 2006/07 and 2007/08 Planning Work Programs, is complete. (See links below to view or download the Final Plan.)

Funded by a Community Based Transportation Planning Grant, MCOG sponsored this project. Partners included Caltrans District 1, Laytonville Area Municipal Advisory Council (LAMAC), County of Mendocino, Local Government Commission, Cahto Tribe, and a professional design team. Public workshops were held May 19-24 in Laytonville.

Results of the design fair workshops were compiled by the Local Government Commission and consultants to be included in the plan. A draft plan was circulated to the project's Technical Advisory Committee and LAMAC for review and comment.

A presentation of the Draft Plan was heard by MCOG's Board of Directors at its regular meeting of October 1, on location at Laytonville Fire Department, 44950 Willis Avenue. The directors also were treated to a walking tour of the downtown planning area. The Final Plan was accepted by MCOG on February 4, 2008 in a public hearing.

Gualala Community Action Plan

This project, in MCOG's Fiscal Year 2005/06 and 2006/07 Planning Work Programs, is complete.

To continue this work, MCOG applied to Caltrans for a second Community Based Transportation Planning grant for Gualala. On October 1, MCOG received official notice that $120,000 was awarded for Phase II. The project is included in MCOG's Fiscal Year 2007/08 Overall Work Program and is expected to start after a fund transfer agreement is executed with Caltrans, sometime in early 2008.

Public Hearing: the Draft Community Action Plan document was reviewed at MCOG's regular meeting of the Board of Directors, in a public hearing held on location at Gualala Community Center on November 6, 2006. MCOG accepted the document as written, and all public comments from the hearing were added (refer to Appendix H).

A final presentation was made by Mr. Keith Gurnee of RRM Design Group to the County of Mendocino Board of Supervisors on Tuesday, January 9, 2007.

The Regional Transportation Plan (RTP)

2005 RTP Update:

MCOG has completed the Final 2005 RTP, adopted by the Board of Directors on December 5, 2005. A public outreach effort was conducted, with the final opportunity for public comment prior to adoption at the public hearing on December 5. Workshops were offered in October 2004, as well as briefings to the City Councils and Board of Supervisors at their regular public meetings. Two more workshops, one inland and one on the coast, were offered in August 2005 to take comments on the Draft 2005 RTP. MCOG will continue to accept comments, although the next update will likely be adopted in 2010. Typically the RTP is updated every four to five years.

We invite you to review the Final 2005 RTP (see more links below). Comments may be submitted by email to Nephele Barrett, Associate Planner, or by mail to MCOG at 367 N. State Street, Suite 206, Ukiah, CA 95482. Public comments are welcome also at MCOG's Board meetings; find our Board calendar under "Meetings" on this site.

Environmental Impact Report (EIR):

In 2001, with the first major rewrite of the RTP in many years, MCOG for the first time was required to prepare an Environmental Impact Report of the plan itself, referred to as a "programmatic EIR." As projects within the plan are implemented, separate, more detailed environmental reviews will be conducted. The 2001 EIR also covers the 2005 RTP update.
