The second phase of this project, in MCOG's Fiscal Year 2007/08
and 2008/09 Planning Work Programs, is complete. With community
participation, a Downtown Design Plan
was produced, including streetscape, parking
and
circulation
elements. The final plan was accepted by MCOG's Board of Directors
in a public hearing on March 2, 2009. It is recognized that some
issues remain to be resolved, notably parking.
The work was funded by MCOG and Caltrans through two Community
Based Transportation Planning grants. The first phase of the project
was completed in MCOG's Fiscal Year 2005/06 and 2006/07 Planning
Work Programs. A Community Action Plan was produced as a result.
Both plans were designed to be consistent with other
local plans and community input.
Workshops
were
conducted
in
2006 and 2008, and additional public meetings were held thoughout
the process. RRM Design Group worked closely with stakeholders
to develop the plans.

Public Hearing:
the Draft Community Action Plan document was presented
to MCOG's Board of Directors, in a public
hearing held on location at Gualala Community Center on November
6, 2006. MCOG accepted the document as written, and all public
comments from the hearing were added (refer to Appendix H).
A final presentation was made by Mr. Keith Gurnee
of RRM Design Group to the County of Mendocino Board of Supervisors
on Tuesday, January 9, 2007.
